Muir approached the agency to do focus group research into why Brown and his policies are so unpopular with voters, according to the Mail on Sunday.
According to the report, Gary Leih, the chairman and chief executive of Ogilvy, rejected the business because it would divide its client base if it worked with a political party or politician.
Secret meetings were held a week ago between Paul Eden, a senior executive at Ogilvy, and Muir about this piece of business.
Muir joined Brown's team in March, and is a former Ogilvy employee.
Over the last six months, Brown has recruited advisors from media and advertising sectors to improve his public image.
It is understood that more agencies will now be approached with the brief.

Gutted to find that H M The Quuen has yet again omitted me from the honours list, some mistake....
Until Gordon Brown stops biting his nails (he is a chronic nail biter- see Budget day speech pictures) he will always come over as nervous and shifty. If memory serves me right he was at one time a producer with Scottish Television - how does that turn him into an economic guru?
What would he get for £75,000, from me? The fee would be immediately trousered. He'd be sent on a five week holiday with his wife and child on a remote communications and newspaper sun -kissed island. Might have to extend that until after the David Davies By election. At the end of that holiday, three weeks intensive media presentational training and some Paul Mckenna sessions thrown in, skin peel and a whole new wardrobe. I'd sack his current team of inept milk run recruited speech writers and tell him to slow down his house of commons delivery to around 120 words a minute at present he is touching 140 with a stumble over every eighth word or so. The stumble rubs out the following three words...I'd also give Stephen Carter his P45, the current PR programme is simply not working... After that I'd ask for another £75,000 - trouser that and wait for the next Birthday honours list where a thnkful nation can properly recognise my contributuion to the the UK! OBE would be appropriate ....
Sir Alan Sugar ( also ready for a skin peel, says he'll lobb more money Browns way so that would pay for it all.....
