In a hastily convened session of the Westminster Media Forum, comprising MPs and media delegates, set for later today (Tuesday), Duncan will defend Channel 4's PSB contribution, claiming that there are already comprehensive measures in place governing such things as its regional coverage and hours devoted to news and current affairs.
However, speaking to Media Week, Duncan acknowledged that there was a need to update and adapt those measures.
He believes that the educational value of entertainment programming, such as Jamie's School Dinners, is not recognised in the existing PSB measures, nor is the extent of its PSB contribution outside of the mother channel.
Channel 4's contribution to the UK film industry through its commissions for Film4 and 4degnDemand is another area he will advance as evidence of PSB value.
Last week, Ofcom delivered its final conclusions into Channel 4's funding by accepting that its ability to deliver PSB will come under pressure from 2010. However, it said there was no need for immediate intervention.
