Four agencies make £70m COI television media shortlist

LONDON – Starcom Mediavest, Mediacom, ZenithOptimedia and Carat have been shortlisted by Central Office of Information, the government's marketing body, to handle its £70m television planning and buying account.

The business has been held by Starcom Mediavest for the past three years, and the pitch is part of the government's rules to open up its roster across media planning and buying networks every three tio five years.

A spokesperson for the COI, said: "The agencies will also be asked to demonstrate an understanding of how to reach different sectors of the population, including those that are traditionally hard to reach such as pensioners on the lowest income level, socially-excluded youth and adults with poor literacy skills."

The agencies will be pitching at the end of February with a result expected by the end of March.
