Chua will be based in the Sydney office but the main hub for outsourcing will be from the Malaysian office in Kuala Lumpur.
Prior to setting up Pulse, Chua joined GMI as head of international sales for Asia and in 2004 the research company added Europe to his responsibilities.
Previously, he was executive director of ACNielsen in Hong Kong and head of the Asia-Pacific IT sector for Taylor Nelson Sofres.
Pulse has already announced a strategic alliance with GMI whereby it will use GMI's latest software tools to manage and automate its research.
Rob Monster, GMI founder and chief executive, said: "We are delighted that Bob will now turn from employee to client and that our relationship will continue to flourish in a different direction."
