Howard said: "As far as new career challenges go, this one was too good an opportunity to miss. Quiet Storm is a successful, highly creative agency pushing the boundaries of what communication means in the 21st century.
"My task is to reinvent planning so that it adds value within this kind of environment and, from my perspective, the only way is up."
Trevor Robinson, managing director of Quiet Storm, said: "We've been searching for the right person and in Jon we've found exactly what we're looking for. Jon will play an integral part in driving our growth and has a very similar mindset to Quiet Storm."
In 2005, Quiet Storm launched a viral and branded content division. The integrated agency works on accounts such as Bacardi-Martini, BT, Childline, Emap and Greater London Authority.
