Prior to IPT, Hulse was the founding sales director at Allegran in 2003, which ran LoopyLotto.com, LoopyLove.com and euromiles.com.
Kay will report to Hulse and play a key role in selling the Ipoints.co.uk database across the postal and email marketing sectors.
Kay has more than seven years experience in direct and email marketing with the likes of DLG, Wegner, MMS and IPT, where he was sales manager.
Robert Barker, chief operating officer of Ipoints, said: "Andy Hulse has been specifically involved in email marketing and loyalty programmes since 2001. This make him very well placed to drive it forward and help take the client base to the next level."
