LONDON - The Office for National Statistics has appointed Elmwood to develop branding for the 2011 Census in England and Wales, following a four-way pitch managed by the Central Office of Information.

ONS undertakes a Census of the population in England and Wales every 10 years. The survey provides population estimates and information on socio-economic and demographic characteristics, which informs central and local government policy decisions.

To ensure that the 2011 Census is ready on time, ONS is putting detailed plans in place now, including the branding.

Helen Bray, head of communications and stakeholder management for the 2011 Census, said: "The Census is relevant to all groups in today's society and our aim is to communicate this positive message through modern branding."

Fanny Sigler, COI publications head of creative services, said: "We are delighted that ONS has given us the opportunity to manage the pitch and development of this important branding project, which will benefit everyone in the country."

Nicolas Mamier, Elmwood’s Census branding project leader, said: "We are delighted to have been appointed for a project of such historic significance. Our goal is simple -- make Census 2011 stunningly effective."
