Postcomm to decide on long-term licence for Royale
LONDON - Postcomm, the postal services regulator, is beginning a 30-day consultation on whether to issue a long-term licence to Royale Research to provide bulk mail services.
The consulation kicked off last week with a decision expected on July 15.
In a statement, Postcomm said that it believed that the proposed services will further the interests of postal services users by promoting competition between postal operators.

"It will have no adverse effect on the provision of a universal postal service in the UK," the regulator said.
Following Postcomm's decision in May 2002 to grant licences to encourage competition between postal operators around the UK, Racer Consultancy Management Services and Mail Plus were awarded licences in May 2005 and December 2004 respectively.
Postcomm was set up by the Postal Services Act 2000 as a non-ministerial government department and makes sure postal operators, including Royal Mail, meet the needs of their customers throughout the UK.
Postcomm's policies are led by a board of seven commissioners, headed by the chairman Nigel Stapleton.
