Tim Morris leaves Parole Board for Linstock's new criminal justice practice
The Parole Board's comms head has been poached by Linstock, which is expecting a boom in police PR.
Lead role: Morris is to head Linstock’s criminal justice practice
Tim Morris will head up the agency’s newly established criminal justice practice, having left his role as head of corporate affairs with the Parole Board.
Linstock founder Jon Bennett said Morris’ appointment was a reaction to ‘opportunities opening up’ in the sector.
He pointed to the creation of elected police commissioners as being central to this.
Elected police commissioners were voted in across England and Wales for the first time last November amid widespread low turnouts.
‘Once you have an elected individual who is personally seen as responsible for crime and community safely, public expectations and demands for transparency increase,’ said Bennett. ‘Good communication between the force, the commissioner and the public becomes even more crucial.’
Bennett said he saw work with police on crisis management and behavioural change as a key driver of growth in demand for comms services. ‘Budgets are tight and behavioural change work offers good value as forces look to make the best use of resources in doing things such as preventing reoffending,’ he added.
Morris has been with the Parole Board for seven years and before that led the press office at Surrey Police, where he handled cases including the abduction of Milly Dowler.
During his police career, Morris managed crisis situations including the Canary Wharf bombing, the Southall rail crash and the Greek Embassy siege. He said: ‘The police and probation services are undergoing radical change and there is real need for specialist expertise in this field.’
